Rear Admiral Andy Singer

Rear Adm. Singer is a native of New Jersey and son of a career soldier he returned to New Jersey and graduated from Rutgers University. He later earned a Master of Science degree from the National War College and has attended many senior leadership and business executive courses.

Singer began his first career in 1977 as a Navy officer after serving as a New Jersey probation officer. During his 31 years of service Singer enjoyed a distinguished career as a senior naval officer specializing in Information Warfare, Cyber Operations, Information Systems, Intelligence and Maritime Operations. His service included many key positions spanning all aspects of Intelligence, Operations, and Information Systems.

Achieving the rank of Rear Admiral, he is regarded as a transformational leader, who revamped intelligence related training, metrics, manpower and operations for intelligence, emerging area of network warfare, open source, and law enforcement, setting the model for services and national agencies. He then joined Naval then Defense Department Intelligence organizations as a senior executive continuing his service until January 2020.

Serving as surface warfare then information warfare officer his career spanned from combat operations to junior officer assignments to intelligence operations. He has served in the Navy’s smallest (patrol boat) to largest (aircraft carrier) warships and from type commander to operational fleet commander staffs. From deck officer to first intelligence officer in U.S. Pacific Command’s Information Operations cell he is known as a thought leader in evolutionary and revolutionary technologies and applications in intelligence, space, and cyberspace domains.

His proven specialties include Intelligence, Anti-Submarine Warfare, Electronic Warfare, Special Technical Operations, Personnel Management, and Information Warfare. He was a founding leader as deputy commander of Naval Network Warfare Command and last commander of the Naval Security Group Command that included Marine Corps and Coast Guard elements of the National Security Agency. He was the first Information Warfare officer to serve as U.S. Pacific Command Director for Intelligence where he closed out his first career as the leader of the Navy’s Information Warfare Community of over 15,000 Intelligence professionals and as leader of over 1200 Pacific Command Intelligence professionals.

During this time the Joint Intelligence Operations Center Pacific was known for innovation in all aspects of intelligence and marked by unique operational focus inclusive of all component needs.
