It is not that it is an easy question.
In most cases you can use these two forms interchangeably. I do not think there is any specific context in which the use of one of these verbs instead of the other could be considered a serious mistake.
The fact is "wysłać(perfective)/wysyłać(imperfective)" is the most general and therefore the most common verb referring to both objects and people and concerns any act of dispatching sb/sth, fowarding sth from one place to another.
"Przesłać/przesyłać" relates largely to things, rather than to humans and is closer in its meaning to "to forward", so the act of sending a mail, letter, message, parcel etc. to someone else, to a different place, intended recipient. It also seems to accentuate slightly the fact of redirecting sth rather than the act of dispatching itself. This form also sounds just a little bit more formal than "wysłać".
I am not fully sure of course but I assume the difference between "wysłać/przesłać" is the same as the one of English verbs "to send/to dispatch".

generalnie wysyłamy list, pocztówkę, mail.
ale za to przesyłamy pozdrowienia.

I think it would be helpful for you and let you use a proper word in 80% or even more cases
Wysłać (send someting what is material , you can touch and see, letter, parcel) person (to check something)
Przesłać- (send non material stuff like , information)
Of course "mail" can be also sent using word "Przesłać" but generally if you follow by the rule above you shouldn't meet problems.

"wysyłasz" you use when you want give somethink new other people( for example messege ), "przesyłasz" you use when you want give sonethink old or when you not did this alone ( for example article) to other people.
sorry for the mistakes but my english not is perfect.

@AlexG71 Hi Alex. It is fantastic to have the contact with you resumed after a longer break. I also thank you very much for your nicely sounding proposition. It is a great idea. I am of course very keen on exchanging regular messages with you, but considering some limitations, this way of communicating seems to be the most convenient to me, at least for the time being. For obvious reasons I cannot use my business mail for this kind of correspondence (also have not time for this, of course) while the private account is very old and hard to use in an easy way. I seldom use it because an enormous number of spam mails enters my box every day. So, it would not be easy at all to make use of it on regular basis. I am going to check over the details of the service you mentioned about later on in the afternoon or in the evening, so when being at home as now I am simply taking an advantage of my lunch break being still at work. Being also still here I would like to ask you one English related question if you do not mind of course. This is what I was actually about to ask before but the question slipped my mind. The point is about some ambiguity over the use of past simple tense and past continuous one in reference to some activities being done for certain period in the past, so according to the well known grammatical rules should be expressed in my opinion in an imperfective form only. What puzzles me are the sentences like "I was sleeping for 10 hours, I was learning Russian for 15 years, you were working in the garden for some time" built with past simple, e.g. "I slept for 5 h". I sometimes can see such constructions. Is it correct? In Polish the only correct form is "spałem 5 godzin", so past continuous tense (imperfective aspect). Thx.
