Otwierać określa ze czynność jest w trakcie, "on otwiera okno". Identyczna pisownia może także oznaczać żądanie, jesli będzie zakonczone wykrzyknikiem: "otwierać!"
Otworzyć jest czynnością opisującą zakonczony proces.
Poprawnie jest spytać: "czy możesz otworzyć okno?", niepoprawnie: "czy możesz otwierać okno?" (Mogę, "umiem" je otwierać)
Chyba, że nie prosimy o otwarcie okna, a pytamy "czy wolno ci je otwierać?", np. 5-cio letniego dziecka.
Otwórz, jest
- prośbą: "Anno, otwórz proszę okno",
- poleceniem: "Anno otwórz okno",
- rozkazem, jeśli zakończymy zdanie wykrzyknikiem: "Anno otwórz okno!"

"Otwierać" denotes that the action is occurring, eg. "on otwiera okno" - "he is opening the window".
Identically, this form may indicate a demand, if it ends with an exclamation mark: "otwierać!" (demand for someone to open something, eg. their door)
"Otworzyć" denotes that the action described is an already finished process.
It is correct to ask: "czy możesz otworzyć okno?" ("Can you open the window?" - asking if the user may open the window based upon your request)
Incorrect: "czy możesz otwierać okno?" ("Can you open the window?" - do you have the ability to open a window? Not a request, but a question of ability)
Unless we are not asking for the opening of a window, but rather we're asking "czy wolno ci je otwierać?" (are you allowed to open it?), eg. a 5-yo child.
"Otwórz" is:
- a request: "Anno, otwórz proszę okno" (Anna, please open the window)
- an order: "Anna, otwórz okno" (Anna, open the window)

@Krzyszto Można by użyć wielu słów, np. "ongoing", lecz nie wpływa to zbytnio na znaczenie :)
A co do jej / jego profilu, jeżeli ma on(a) tylko jeden pasek w języku polskim, to szczerze wątpie że odpowiedź po polsku będzie w całości zrozumiała :)
