Zabawny means intentionally funny. The adjective describes people, jokes, tv shows, objects etc.
Jego żarty są zabawne - his jokes are funny
Mam zabawny piórnik - I have a funny (gimmicky) pencil case
Śmieszny is a close synonym of zabawny, but when you use it to describe people or their behavior/actions it may have a pejorative meaning, close to pathetic.
Nie bądź śmieszny! - literally: don’t be funny! is a phrase often used in arguments when someone tells lies or makes stupid excuses and you want to deride them.
Despite the negative meaning, śmieszny can be replaced with zabawny (and the other way around) to say “funny video” (śmieszny/zabawny filmik) etc.

There is actually no major semantic difference.
Depending on a context, the following adjectives can find their application : funny, hilarious and entertaining, amusing. All of them are translated to "śmieszny, zabawny, rozweselający".
"Śmieszny" is also translated to "ridiculous" when we mean the thing which is absurd meaningless, pointless etc.
