okłamać - czas dokonany
On mnie kłamie cały czas. Nie wierzę już w żadne jego słowo.
On potrafił dobrze kłamać. Nikt nigdy nie zorientował się, że mówi nieprawdę.
Pokłócili się, ponieważ dowiedział się, że go okłamała.

Poprawnie jest:
" On mi kłamie, że jest chory."
lub
"On mnie okłamuje, że jest chory"

Chyba w tym przypadku używamy "mnie"
Mnie on kłamie, że jest chory, natomiast tobie mówi prawdę, że pije wódkę przez cały tydzień.
To jest celownik, w celowniku używamy krótkiej formy zaimka (np. mi) gdy zaimek nie jest akcentowany, w przypadku gdy jest akcentowany - używamy długiej formy (mnie)
