you can send something to someone (letter, flowers)- możesz wysłać coś do kogoś (list, kwiaty)
you can send SOMEONE to do something (for example. to cleaning) - możesz posłać kogoś do zrobienia czegoś (np. do sprzątania)

Generally they⬆️ are right when it comes to a common use of these words. But I would pay more attention to the word formation.
wysyłać would literally mean send off or send away.
You can e.g. Wysyłać listy, pocztówki (send letters, postcards)
This prefix wy- signifies that you send something away but you're not especially concerned with the result (at least from the grammatical point of view).
Posyłać is literally send for or send after (usually send somebody for something, but also send something with some mission to accomplish)
posyłać po kogoś - send (somebody) after somebody else
"...Próbowano zapobiec nieszczęściu, POSYŁAJĄC we wskazany rejon jakiś śmigłowiec" (this is an example from sjp.pwn.pl) - They tried to avert the adversity by sending a helicopter to the designated area.
BTW, there are more verbs that stem from 'słać': przesyłać (eg. przesyłać pozdrowienia - send regards), rozsyłać (send out), zsyłać (deport), odsyłać (send back), and probably more

"Wysyłać" means to send eg a letter or a package.
"Posyłać" means to tell someone to do something or tell someone an information etc.
for example, "go to the bakery" and then "posyłasz kogoś do piekarni". u can also say "Nie jestem twoim chłopcem na posyłki!" and that means i dont wannt to do everything what someone wannt.
But tbh is almost synonimus, if you replace (?) them nothing will happen
